He had a compre-hensive knowledge of parliamentary law, and a quickness and decis-iveness of mind that enabled him to discharge the -functions ofchairman in a manner to infuse energy into the whole body, and toget its business attended to with despatch. It is probable, however, that as a committeeman he rendered hismost important, though least conspicuous service.
