FRANCIS ADAMS. 397 398 POLITICAL HISTORY OF of Democrats, called Barnburners by their opponents, had senta delegation to the Baltimore convention, pledged to oppose thefurther extension of slavery in the Territories. A counter dele-gation, called Hunkers, also sent a delegation pledged to non-agitation of the slavery question. The convention sheared eachof its strength by dividing the vote between them. This beingequivalent to no vote at all, the Free Soilers withdrew and setup candidates of their own. They promulgated a lengthy plat-form which sought (i) to secure free soil to a free people; (2)withheld support from both the regular parties because one (theDemocratic) had stifled free sentiment, and the other (Whig) hadbeen afraid to pronounce itself; (3) affirming the ordinance of1787, and the proviso of Jefferson that-after 1800 no slaveryshould exist in the Territories; (4) that slavery exists only byState law and that Congress has no more power to make aslave than to make a
