Nor didthe emperors disapprove of these high pretensions ; asthey considered their own dignity as connected in acertain measure with that of the bishop of their impe-rial city. Accordingly, in a council held at Constan-tinople in 381, by the authority of Theodosius theGreat, the bishop of that city was, during the absenceof the bishop of Alexandria, and against the consentof the Roman prelate, placed, by the third canon ofthat council, in the first rank after the Bishop ofRome, and consequently above those of Alexandriaand Antioch.
