Temporary Road Closure under Section 21 of the Town Police Clauses Act 1847 – All temporary road closures for events on the highway must be covered by a Legal Order made under Section 21 of the Town Police Clauses Act 1847 (for rolling road closures) or Section 16A of the Road Traffic Regulations Act 1984 for closures of up to 1 day. "The commissioners may from time to time make orders for the route to be observed by all carts, carriages, horses, and persons, and for preventing obstruction of streets, within the limits of the special Act, in all times of public processions, rejoicings, or illuminations, and in any case when the streets are thronged or liable to be obstructed, and may also give directions to the constables for keeping order and preventing any obstruction of the streets in the neighbourhood of theatres and other places of public resort; and every wilful breach of any such order shall be deemed a separate offence against this Act, and every person committing any such offence shall be liable to a penalty." The ‘Love Activists’ Group have occupied the old Bank of England on Castle Street since April. On their Facebook page they said: “For ten days, the occupied Bank of Love at 31 Castle Street has given a home to around 50-60 homeless people in our city. We have fed and clothed many more. Now they (the owners) want their building back - a building they have no current plans to use, sell, rent or redevelop. The group have been occupying the old Bank of England on Castle Street since April 1st. Jay Brad, Bailiff Watcher said, “Everyone is safe and well in the building (Castle St Bank) four people including myself are left to offer support on (sic) the group from the ground. The intention is not to leave the building until the demands are met. So far to date no one has responded. We thank everyone for their support." Love Activists Liverpool say "If they attempt to storm the building with police and bailiffs they will lock (themselves) in the vault.
