Then in 1951, Congress passed a special bill known as "Federal Aid to Impacted ; Those were the areas which had a significant number of children in their enrollments who were dependents of military and civilian personnel from activities in those areas. The philosophy was that military personnel, not being taxpayers in the area, were creating a burden on the state school systems, and this was the way the federal government was attempting to ease that burden—by making revenues available. In addition, it also required that all schools on the federal establishments be operated by the United States Office of Education, so that cut the funding off from BuOrd and put us under funding from the United States Office of Education.
