A plurality of votes given at an election by thepeople shall constitute a choice when not otherwise provided forby this Constitution. Sec. 17. The term of the State officers elected at the firstelection under this Constitution, not otherwise provided for,shall continue until the first Tuesday of January, A. If at the meeting of the Senate at any session theLieutenant-Governor has not qualified or is not present, the Sen-ate shall elect one of its members as temporary President beforeproceeding to other business. Sec. 20. The Legislature shall at the first session adopt aseal for the State, and such seal shall be the size of the Ameri-can silver dollar. But said seal shall not again be changed afterits adoption by the Legislature; and the Governor shall, by hisproclamation, announce that the said seal has become the greatseal of the State. Sec. 21.
