It convened at Kaskaskia, Nov. 25, andadjourned Dec. 26, following. While serving as Delegate to Congress, Mr. Bondwas instrumental in procuring the right of pre-emp-tion on the public domain. On tlie expiration of histerm at Washington he was appointed Receiver ofPublic Moneys at Kaskaskia, then the capital of theTerritory. In company with John G. Comyges,. Thomas H. Harris, Charles Slade, Michael Jones,Warren Brown, Edward Humphries and Charles WHunter, he became a proprietor of the site of theinitial city of Cairo, whicli they hoped, from its favor-able location at the junction of the two greatrivers near the center of the Great West, wouldrapidly develop into a metropolis. To aid the enter-prise, they obtained a special charter from the Legis-lature, incorporating both the City and the Bank ofCairo. In 1818 Mr. Bond was elected the first Governorof the State of Illinois, being inaugurated Oct. 6that year, which was several weeks before Illinoiswas actually admitted. The facts are these: InJanuary, 1818, the Territorial Legislature sent a peti-tion to Congress for the admission of Illinois as aState, Nathaniel Pope being then Delegate.
