Julio Guzmán, in a press conference, after being excluded from the electoral process, announced this morning that hi will present an extraordinary appeal to the National Electoral Board on Friday and also, next Monday, he will meet with special envoys of the OAS (Organization of American States) who have expressed their concern on the issue.
