The plan finallyadopted, conceived to secure for themselves the loavesand fishes, culminated in the notorious election bill,adopted over the veto of Governor Bradley in1898, known as the Goebel Election Law. It cameby its name through the fact that Senator WilliamGoebel — a Pennsylvanian by birth, but representingthe county of Kenton in the Senate of Kentucky, thestate of his adoption — presented the bill and was themaster-spirit in forcing it through both branches of theLegislature. The Goebel bill originated in the Senate,and when it reached the House for consideration, therewas strong opposition to its passage among Democraticmembers. A Democratic caucus was held, the partylash applied and the bill became a law, but not with-out much ill-feeling in the Democratic WILLIAM GOEBEL THE KENTUCKY PROBLEM 73 Governor Bradley said of the bill, in his veto: Clothed with both judicial and ministerial functions,having no legislative attributes, it, nevertheless, standsout in bold relief, the creature of the Legislature beyondthe control of the courts and juries, a supreme powerof the state, and the absolute master of the Watterson said of it, in the Courier-Journal: Goebel follows out his own ambitions in desiring tobecome governor of Kentucky, and he sees, or thinkshe sees, a ready chariot thither in the electoral bill thatbears his name. The Goebel Election Law seized the key to the elec-tion machinery throughout the state. It provided thatthree men, to be elected by the Democratic Legislature,were to compose the state bo
