The borough has been identified as one of the 16 "high risk" areas by the Electoral Commission together with Hyndburn, Blackburn with Darwen, Burnley, Oldham, Kirklees, Bradford, Calderdale, Derby, Walsall, Birmingham, Coventry, Peterborough, Slough, Woking, Pendle.
