Small temporary test districts are isolated after elevenoclock at night and the total rate of flow into them ob-served and recorded on the pitot chart. Work of testingand inspecting is continued through the night until aboutfour oclock A. M., when it is found that the rate of flowbecomes unsteady and interferes with the tests. Tests aremade at this time because legitimate consumption is thenat a minimum, while leaks and wastes will still be runningat full head. In residential sections the rate during thesehours is practically 100 per cent illegitimate. The method of test consists simply of measuring therate of flow into a limited number of squares and notingeither the increase or decrease in this rate caused byaltering the number of squares included in the test square is meant a section of the main in a given streetl
