His father was a native of Boston, Massachusetts, and hismother a native of Portsmouth, New Hampshire. He himself was born in North Brookfield, Massa-chusetts, on March I 7, 1863. By profession an accountant, Mr. Phelps was traveling auditorfor the American Telephone and Telegraph Company and several of its associate companies beforebeing appointed to his present position as auditor of the Pacific corporation.
