Who has not heard of Culebra?Since the month of January, 1880, when theFrench began operations, Culebra has beenon the tongues of men, the world over, as athing unachievable—as an engineering im-possibility ! The French, however, who had preparedtheir plans well, and had studied them outcarefully, paid no attention, whatever, tothis expression of opinion, which theyknew, as an absolute fact, had emanatedfrom those who were friends of Nicaragua,and, consequently, sworn and open enemiesof the favored Panama route, but pro-ceeded, at once, with the tremendous task ofdemolishing the Culebra Mountain, in theperformance of which they proved to theworld, at large, the feasibility of theirscheme, and did good work until 1888,when, as many of us have good reasons toremember, operations were, suddenly, sus-pended.
