Indians, American - Maj. Victor M. Locke, Chief of The Choctaw, 1916. Locke represented the State of Oklahoma as a delegate to the Republican National Convention. He was the official spokesman for the Choctaw nation and appeared before several Congressional Committees in Washington, His ambition was to see the Choctaws educated, and to be able to handle their own financial affairs.
