We are alwaysready to pass a law against an evil, but too often weprovide insufficient means to carry out and enforce theprovisions of the law. This, I regret to state, is thegreatest obstacle to the effective legal protection ofsong birds, game birds, and mammals. If the friendsof birds and nature do not tire in the good work ofeducating the young of the nation on these subjects,the time will come when game wardens will have muchless to do than now.
