It was agreed that theconquests of Napoleon should be given up, and that, underher new king, France, with her old boundaries, shouldmake such laws for herself as she saw fit, without foreigninterference. Louis the Eighteenth was a fat man of sixty, who hadspent the last twenty-five years in England and had be-come very English indeed. He had never had any ex-perience in public affairs or in the wars of the day. He
