Under an arrangement of adequate pro-tection, a plan might be developed for thecreation of public parks and playgrounds onareas contiguous to reservoirs situated on thetops of various hills throughout San Fran-cisco. As it was later de-termined that this land would not be neces-sary for water-supply use, the Company de-cided to make it available to those seekingcountry homesites.
