SEBRING, Fla. -- A roofer nails a furring strip and plastic sheeting into place on a Hurricane Irma-damaged roof as a crew member spots him from below in Sebring, Florida Oct. 1, 2017. The roofer and his crew are one of many who were hired by the Army Corps of Engineers for Operation Blue Roof. The program sends out licensed contractors to install blue plastic sheeting on eligible roofs until residents can arrange permanent repairs. As of Oct. 2, 2017, the Corps has installed more than 1300 “blue roofs” across 29 counties in Florida.
