With thesefunds improved roads to the extentof 35,177 miles have heen construct-ed during this period of twentyyears at an average expenditure of$5,970 per mile. Yet we have notgood roads—and we are paying theprice. We pay in money, in lives,in Ignorance, in labor, in taxes, andin high COSl of living.
