GRAND ORDER OF WATER RATS - JOE ELVIN . A 1900 portrait of British music hall and theatre impersonator Joe Elvin (real name Joseph Peter Keegan 1862 – 1935) with Jack Lotto he founded the Order ( a show business charity.) He was a Cockney comedian and music hall entertainer who developed the character of a loud, lovable, and irreverent cockney. He also took part in the Music Hall War of 1907, in support of less well paid music hall artistes who had gone on strike for better pay and conditions and became the first president of the Variety Artistes Benevolent Fund.
