Soon after the first convention at Topeka, Kan., it waslearned that at Indianapolis, Ind., the Car Repairers and OilersProtective Association had been formed into an infant organiza-tion during 1890, also that the Brotherhood Railway Carmen ofCanada had been formed at Toronto, Out., in 1890, neither ofwhich knew of the B. R. C. of A., when after correspondenceboth these organizations dropped their identity and became a partof the Brotherhood, consolidating at Topeka in September. 1890. The Brotherhood at once made good progress. Vice GrandChief Carman IMissemer was able to devote considerable time to 17. W. S. BROWN,Member Grand Executive Board. 18 organization work, also the Grand Secretary-Treasurer left theoffice on occasions to put in a lodge, until at the opening of thesecond annual convention, August 4, 1891, the directory contained54 lodges, with six lodges instituted that had not been chronicledin the directory. Nearly a full delegation was in attendance atthe Pueblo convention, and all pointed to the success of theBrotherhood Railway Carmen of America. Of course, up to thistime our members had not expected to dictate terms of employ-ment for carmen, and no attempt had been made to secure im-proved conditions by soliciting at the hands of employers wageagreements, etc. At this convention the following officers were elected for theensuing term (or year, as the conventions were being held an-nually until 1892, when the constitution was amended to holdconventions biennially instead of annually) : Grand Chief Carman, W.
