A New Yorker happily lights a joint in Washington Square Andrew Cuomo on Wednesday morning signed the Marijuana Regulation and Taxation Act bill passed by the legislature the night before to legalize recreational marijuana in New York state. That makes New York the 15th state, along with the District of Columbia, to have legalized the drug for recreational use.
