Black High School Age Student At The Robert Taylor Homes, A Highrise Apartment Complex On Chicago's South Side, 05/1973. The Robert Taylor Homes were created by Democratic liberal policies such as the 1949 Housing Act which had no Republican support and it was one of the most crime ridden areas in Chicago until the housing project was destroyed in 2005. At one point, the aparments housed 27,000 people and 95% of working age residents were unemployed and on public assistance and 40% of the households were led by single mothers which earned less than $5,000 a year.
