In all the schemes for prepared-ness which are being proposed, this is the question whichconfronts the country. It is the same question which con-fronted it in 1862, when on July 2nd of that year Congresspassed what is now termed the Morrill Act, which Actmade possible the establishment of the land grant col-leges throughout the country. The purpose of that Act was to establish in every State at least oneinstitution whose object should be, without excluding other scientific andclassical studies, and including military tactics, to teach those brancheswhich are related to agriculture and the mechanic arts. The idea upper-most in the mind of the author, as shown by his speech at the time of thepassage of the Act, was to provide a means whereby each State would havethe means with
