Former militia fighters look at weapons at an army base, as part of a United Nations Disarmament, Demobilization, and Reintegration (DDR) program, in Kabul, Afghanistan, October 2004. The DDR program run by UNAMA was put in place to disarm militia fighters and to reintegrate them into society. Part of the DDR program was the collection and cantonment of militia weapons, but generally only poor-quality weapons were collected according to a United States Congress report.
