Obelisk by the Side of the River Colne Watford Herts. This obelisk was originally erected by the Corporation of London under the London coal and wine duties act 1861. It marked the boundary for the payment of taxes on the passage of coal into London. A duty of 1s 1d per ton of coal was levied on all coal brought south of this mark until 1890.
