Thefact that you started as an apprentice and now retire asa chief petty officer, your several honorable discharges andgood conduct medals, show that you were a valuable manin the upbuilding of the navy, and w7hile the departmentis glad to know7 that you will now enjoy the benefits ofthe retirement law, yet it regrets very much to see youretire from active life in the navy.
