(2) The labor in such a neighborhood is trained in the operations thatpertain to the industry and work more rapidly and with greater care thanuntrained labor in that kind of work. New crops often fail because laboradapted to their production is lacking. Cotton picking becomes an artand calls for cheap labor. The introduction of Sea Island cotton in theisland of Porto Rico a few years ago failed solely because the available.
