Julie Balten, commander of the Army Corps of Engineers Los Angeles District, and David Van Dorpe, deputy district engineer for the LA District, met with Todd Mitchell, business operations manager with the Ventura Harbor District, and John Higgins, harbormaster for the Ventura Harbor District, during a June 28 meet-and-greet visit to the harbor. Also in attendance were Steve Dwyer, chief of the Navigation Branch, LA District; Jim Fields, program manager, LA District; and Victor Andreas, project manager, LA District.
