Under theleadership of resolute men likeSir John Eliot and John Pym,the Commons began an enquiryinto the conduct of the war. Some of those who refused to pay these forcedloans were imprisoned; others had soldiers billeted in theirhouses, and as offences committed by these soldiers weretried by martial law, the citizens had veiy little redress;poorer men who resented the tax were forced to serve inthe army. In the meantime, a war had broken out between Franceand England. An expedition, led by the Duke of Bucking-ham, to assist the French Protestants who were besiegedin Rochelle, ended in a complete failure. Both Franceand Spain were now united against England, and Charlescould not procure enough money to resist their attacks; therewas nothing to do but to call another
