An unexplained British political cartoon from the 1930's. It probably poses the question as to whether Britain should form a progressive and reforming Fourth party as in the USA where the term was used in political science and in American political history from around 1896 to 1932 , mainly being dominated by the Republican Party. Names of the politicians in the cartoon are difficult to read but include: Sir Ian Zachary Malcolm, Major John Edward Bernard Seely,Winston Churchill, Lord Hugh Cecil and Thomas Gibson Bowles
