Many civil servants, workers of the State Government, are wage arrears and most public services work in a precarious way. The Governor is tending to approve what workers call a "Package of Mischief", which can cut up to 30% of the salaries of active employees as well as retirees and pensioners. On the afternoon of Wednesday, November 9, 2016, thousands of workers filled the stairwells of Alerj, where the State Parliament of Rio de Janeiro operates to protest against austerity measures and were beaten with rubber bullets, pepper spray And tear gas as they attempted to invade the historic building (which undergoes restoration and had internal areas depredated by police demonstrators who invaded the site the previous day).
