As to thesecond suggestion, it was perfectly well known that the Per-sian Government had steadfastly refused to recognize any di-vision of the country into spheres of influence. Indeed, oneof the great difficulties which I had encountered in endeavor-ing to secure the authorization of the Med j lis for the employ-ment under contract of Major Stokes had been the fear that Iwould do just what England now suggested — send himonly into the South, thereby tacitly recognizing by my official.
