Bruce, Commanding Officer of Marine Aircraft Group 16, awarding a scholarship certificate to Tran Thong, a Vietnamese civilian. The certificate entitles Tran to receive 500 Piasters per month for five months to assist with paying school tuition. This image was released by the Defense Department.
