James Hecker, Air Forces in Europe and Air Forces Africa commander, at Aviano Air Base, Italy, Oct. 6, 2022. Monroy forward deployed to assist as the Patient Administration Team Chief for Operation Allied Welcome, where he oversaw 14 missions and administrative management of 7,000 Afghan civilians.
