After receiving hiseducation at the Independent Collegeat Taunton, England, he subsequentlyserved as a pupil in both mechanicaland electrical engineering with Allen& Sons, Taunton, and the Taunton Cor-poration Electrical Works, respec-tively, In 1898 he was appointed as-sistant engineer of the Bristol Cor-poration Electrical Department, inBristol, England, and held that posi-tion until 1901, when he was appointeddeputy chief electrical engineer ofBristol. He resigned in 1909 on hisappointment as manager and engineer. of the West Ham Corporation ElectricSupplies, and in 1912 was appointedto a similar position with the Hamp-stead Borough Council, and continuedfor a year as consulting engineer forWest Ham. He resigned that positionat the end of 1912 on his appointmentas general manager of the TorontoHydro Electric system and took up theduties of this position early in previously stated, Mr. Couzens willprobably continue in this capacity inspite of the arduous duties connectedwith his appointment as general man-ager of the municipal property in To-ronto. Mr. Harvey, the assistant managerof the commission, was previously su-perintendent and engineer of the To-ronto Civic Railway. Mr. Harvey waswith the Toronto Civic Railway whenoperation first began in 1911, at whichtime he was given charge of construc-tion.
