The first conclusion to be drawn from thelatest move is that the Germans have aban-doned all hope of a separate peace with Rus-sia. To create a new state out of Russianterritory and Russian subjects can only beaccepted as prfx>f that Cicrmany no longerexpects to be able to bargain with Russia,as she has long hojwd. If only to regain lostprovinces, Russia must now continue.
