In case of any vacancy which causes an unexpiredterm, the same shall he filled hy executive appointment, and the personappointed hy the Governor shall hold his office until the next regularelection, and until his successor for the balance of the unexpired termshall have been elected and qualified. There shall be a judge of the Superior Court for eachJudicial Circuit, whose term of office shall be four years, and until hissuccessor is qualified. He may act in other circuits when authorizedby law. Par. II. The successors to the present incumbents shall be elected bythe General Assembly as follows: To the half (as near as may be) whosecommissions are the oldest, in the year 1878; and to the others in theyear 1880. All subsequent elections shall be at the session of the Gen-eral Assembly next preceding the expiration of the terms of incumbents,except elections to fill vacancies. The day of election may be fixed bythe General Assembly. Par. III. The terms of the Judges to be elected under the constitu-tion (except to fill vacancies) shall begin on the first day of Januaryafter their elections.
