Any free cab may be hired in the street or on a cab-rank, no matter whatposition it occupies on the latter. Articles left in cabs should be given up by the cabmen at the Prefecture dePolice, where application should be made for them (p. 224). Drivers may refuse to convey dogs or other animals.
