The first obvious feature of the graph given above is the consistentdownward tendency of import duties. Since 1891 every revision of tlietariff has been in the direction of removing the import taxes on foodstuflEs,a fact which is well illustrated here. In addition, the duty has beenremoved from sugar and kerosene, remissions which, though not strictlvapplicable here, affect very important commodities. A comparison of the two curves is very illuminating. Taking tho curveof prices, it will be found that in accordance with the general level ofprices the curve drops from 1891-95. A reduction in the tariff of 1895 is2—Cost of Living 34 followed by a slight drop in prices in 1896; but this is succeeded by animmediate tendency to rise.
