Soldiers in civilian clothes served as the opposition force - playing “bad guys.” Military-to-military engagements such as exercise Eagle Resolve demonstrate the value of working in unfamiliar environments and organizational interoperability. Multinational engagements offer participants a relatively low risk opportunity to deploy personnel and equipment in a way that effectively contributes to a “coalition” environment.
