Fellozv Citizens of the Senate and Assembly of the Neiv ?Paltz Normal School State : The accompanying proposed amendments to theConstitution of the New Paltz Normal School Stateare presented for action, upon the recommendation ofMr. Gill and Mr. Scudder, that our citizens may havepractice, during the latter half of each school year, inthose devices for the better administration of populargovernment, which conditions throughout the UnitedStates at the present time demand. I recommend that the advice of Mr. Gill and be followed and that these proposed amend-ments be acted upon immediately and submitted to thecitizens of our School State for their ratification. The provisions of this article are operative in onlythe second half of each school year when all provisions of thisconstitution which conflict herewith shall be inoperative. Sec. 2. Every law adopted by the State Legislature shall go intoeffect six school days after receiving the Governors soon as it is signed by the Governor it shall be posted in apublic place. If within four school days a petition signed by fiveper cent, of the voters shall be presented to the Secretary of State,asking that such law be submitted to a vote of the citizens, theSecretary ot State shall issue a notice of a special elec
