But that last appearance of tliePetit Homme Rouge was also followed by theestablishment of the Third Republic, whichgrows stronger and better as it grows older, andwhich has brought peace and prosperity to theFrench Nation. If, however, the Arch in the Carrousel is outof place, not so with the Arc de IEtoile, as thegreat Triumphal Arch of Paris is rightly called. THE ARC DE TRIO:W[PHE .ft ill f »». THE GREAT TRIUMPHAL ARCH. 323 The gigantic mass, its dominant position at thetop of the beautiful avenue of the ChampsElysees, gives to the Arc de Triomphe thatgrand importance which such a monument shouhlpossess. It was Najwleon I who selected thesite, and the first stone was put in place thefifteenth of August, 1806. The architectselected for this gigantic work was MonsieurChalgrin, but he died in 1811, long before histask was finished. A pupil of his by the nameof Goust succeeded, and he scrupulously triedto follow out the plans of his regretted 1814 work on the arch was interrupted, andwas not renewed until 1823, when it was takenup by an architect named Huyot. In 1833still another architect took hold, and he con-structed the attic; but it was not until 1836that the arch was finally inaugurated. It had served a purpose some time beforethat, however; for when Marie Louise madeher entrance into Paris, Napoleon was for hav-ing her pass under the Arc de
