Whn the roads were first taken overby the State an extensive maintenance program was carried out in thisdistrict with a view to bringing all of the roads up to as high a standardas possible in a short time. Since this time the roads have been givenconstant attention by patrol forces and the earth and graded roads havebeen dragged at all times when necessary. Since this district is locatedin the eastern part of the State a large amount of ditching was necessaryin order that the roads might be properly drained. These ditches havebeen cut and all wooden bridges rebuilt and whitewashed. In some instances the earth roads were very narrow and where this wasthe case the roads have been widened out as much as possible and havebeen brought to the proper crown. The mileage of surfaced treated ma-cadam has been resurfaced wherever the original surfacing had worn THIRD DISTRICTCONSTRUCTION This district is composed of the following counties: Bladen, Brunswick,Columbus, Cumberland, New Hanover, Onslow, Pender and Robeson. TheThird District is in charge of W. F. Morson, District Engineer, with head-quarters at Wilmington. Construction is in charge of Daniel Ulrich, Con-struction Engineer, while T. T. Betts, Maintenance Engineer, is in chargeof maintenance work. Bladen One Federal Aid Project has been completed during the period coveredby this report and construction begun on three State projects. Federal AidProject No. 120 which is located between Elizabethtown and the Cumber-land County line, a distance of miles. This road is of the sand-claytype and was constructed at a cost of $105,688. Construction was com-pleted in June, 1922. State Project No. 300, which is located between Elizabethtown and Co-lumbus County line, a distance of miles, has been under constructions
