Loch was assigned to the Guaynabo, Puerto Rico-based RFO from November 20, 2017 to January 18, 2018. During his deployment, he displayed exemplary skills and resourcefulness in collecting and disseminating information, photos and video of Corps response and recovery missions including temporary power, temporary roofing and debris collection in support of the national response led by the Federal Emergency Management Agency. His products showing and describing individual and organizational efforts to assist Puerto Rico to recover from the two storms were disseminated directly to international, national and local news media and through online sites and informed external and internal audiences. Loch is originally from Litchfield, Minn.
