All the evidence goesto show that the Arabs of Tripoli took up arms against theItalians with hesitation and misgiving. The slowness of the Italians did much to bring the Arabsdown on the far side of the fence, but it is possible that thedanger of delay might have been obviated if the authori-ties had shown greater intelligence in their dealings withthe native population. Apparently the Italians came toTripoli without a considered Arab policy/ nor were theyquick to repair an omission
