Candidates for admissionare nominated by members of Congress and by the President, a certainnumber being allotted to each Congressional district. These candidatesreport for examination in June of each year, and, if they are mentallyand physically qualified, are admitted as cadets, which is, in militaryrank, a grade below second lieutenant.
