CAW Local 27 workers were locked out from the Electro Motive Diesel factory in London on January 1, 2012 after their contract expired at midnight on December 31, 2011. It is widely believed that the company is moving production to a recently re-opened factory in Muncie Indianna as part of the ``Buy American`` program.
