This, at the time it wasissued in 1823, was a sort of second Declarationof Independence for the United States. It was astatement to the effect that the United Stateswould maintain its own independence and wouldalso help other countries in America to maintaintheirs. It has proved to be one of the mostimportant statements ever made by any of ourPresidents. Mr. Monroe spent much of his later life in Vir-ginia, and his tomb may be seen at Richmond,in the beautiful Hollywood Cemetery. For each of these four President sons Virginianamed a county.
