Is it any wonder, then,that we who are chargedwith the protection of yourlives, your homes, and yourindustries from fire, aregravely concerned with theproper maintenance of anample and reliable watersupply, and are eager toco-operate in any effort toinsure its proper mainten-ance and to work towardexpansion and improve-ment ? Fifteen years as ChiefEngineer of the San Fran-cisco Fire Department havegiven me an excellent op-portunity to correctly ana-lyze the degree of co-operation existing betweenSpring Valley Water Com-pany, which is maintain-ing practically the entirewater supply of the city,and the Fire Department,in so far as fire protectionis concerned.
